Not in my experience no there is not. But perhaps Buildersmate May know of a product.
I have found that by hiring a steam wallpaper stripper from a local hire company and scraping it off is the best soulotion if you cannot plaster. I find it easier, Cheaper and quicker to just re-scim over the Artex with plaster.
But then again i have plenty of experience of plasterering.
re skimming is the best way
Never heard of such a product. Agree with reskim idea.
use the same stuff that you prime tiles with to paint on, dont konw the name but its a clear product. a bloke i know uses it and said it comes off in sheets.
