What could give Mali terminal rights at Prestwick? (10, two words) ?RO?N???IL

I'm not fully sure - but mail is an anagram of Mali - Ground = anagram

and I've just found this

which suggests Ground Mail is do to with mail coming off aeroplanes.

No - Ground mail is payment for right of burial - says Chambers - so that explains the terminal bit.
