Does it belong to the Council or is it privately owned. If the Council own it, you should write to them, reminding them of current Hedge Height legislation and ask for them to be trimmed back. But tracking the right department to write to might be difficult, e.g. If the trees are in a school environment, you might have to write to the Education Department unless your Council has a Legal Department who can point you in the right direction. If the trees are growing on private land, you will need to approach the owner of the land, preferably in writing, and try to get the issue resolved amicably first, before contacting the Council, as some councils charge several hundred pounds to deal with disputes over hedge heights.
