If I ut back a conifer to where it is brown underneath the green, will it come back green again or is the brown dead?

If you cut back so as there is no green left on the branch you will never have green on that branch again!!

Thats a bit rubbish then isnt it? So, If you let a conifer get too big you may as well dig it up!
Yep. you got it!!!

You can cut it back but you must leave green on each branch!!
