If its a single tree, there is nothing legally you can do. But have you asked the neighbour if they would mind it being seriously pruned? You might have to offer to pay for the work.
this is a typical example of why i left town to live in the country. (I'm the first to admit I'm a misanthrope).Your neighbour obviously has no idea that they're sharing space with others, and probably sees the tree as a beautiful example of nature. You see it as a nuisance. Your neighbour would be within their rights to refuse your offer; you would be within your rights to be annoyed.

I have no neighbours.
Ditto, WM. I moved to escape the Leylandii (which do now have some means by which they can be controlled legally).
I assume that the tree hasn't grown overnight? What size was the tree when you bought your house? Why is it an issue now?

You can ask them if they wouldn't mind having it lopped but they don't have to.
in the law your allowed to cut off the branches that overhang your propety as long as you return them
but that will probably cause problems between you and your neighbours.

also sometimes trees are protected so do your reasearch before you do anything
