miniature conifers

i have recently moved house and the garden has some conifers which are brown at the bottom as if they have been burnt .please can you tell me how to treat the problem ?

The brown bottoms are now dead nothing you can do about that, it will never grow back !! It may be worth contacting a reputable tree surgeon to ensure the rest of the growth is not at risk.
