Charlton - I don't know a lot about Indian food - but I did an internet search and I only found one listing - for an Indian restaurant called Papaya. Maybe they invented it.

It said:
Chicken Tikka Changa. 2.85. Charcoal roasted chicken with pan-fried spicy potato, onions and coriander.

Maybe someone else can find a recipe for you.
Changa is the name of a town in Kashmir, so it may well be that chicken tikka changa is just a version of the dish particular to that area in much the same way as you might find poulet bretonne in a French restaurant.
Your best bet - if you can recall the restaurant's name - is to visit/phone and ask. Good luck.
