If they can use their phone whilst they are in Turkey, that would suggest that they do have active roaming, and then you shouldnt have problems texting. Just try putting in their number as +44 and then leave the 0 out - so its +447....
As Lotus says, make sure you put the +44 in before your friend's number as long as the person you are talking about it from the UK and has a UK mobile. If you can't find out how to put in the + symbol (usually you press and hold the 0 key) then put 0044 instead. Don't forget to knock out the first 0 of your friend's number.
For example, if his/her number is 07811122334, then you will need to send the text to 00447811122334.
It's also worth noting that you can change your friend's number to this in your mobile's address book and then leave it like that permanently - it'll work exactly the same as before even when your friend is back in the UK (or wheverever s/he goes if s/he has his/her mobile).

I used to work on International directory enquiries, you don't need to do anything to the English number just dial it as it is. I.E 07123 456789 it will still work, has your relative registered their phone for Internaitonal dialing? Or it may simply be not enough coverage in the area they are staying. Hope this helps.
Well, IndieSinger, I must confess Im ever so slightly jealous of your great-great-great-great grandfather, who managed to somehow pass on such a useful quality - all the way from 1902.. :) But jokes aside, its great seeing answers that make that much sense. I now wish I had a question to ask, just because :)
