An eight year old boy has thrown a stone through my window, are his parents liable to pay for the repair?

However, it is still a crime, obviously, so inform the local police. He is too young for an ASBO, but there are Behaviour Contracts (ABC's) which may curb his behaviour.
You can still go through the civil courts.
However....................although the police have no power for the parents to reimburse you, you can always ask them to "enquire" on your behalf.
Alternatively, speak to them in person. I do not know how friendly they are, but if there was strong evidence which suggested my son broke a window and I had a knock on the door, I would happily pay. Then whip him with a cat-o-nine-tales.
