I think you'll find it was "Time in a Bottle" by Jim Croce

That Jim Croce didn't come out until 1973 - the episode of Kate's death was set in the early 60s.

It was definitely Cat Stevens.

I know Ethel, but it was definitely played during that episode. I remember it clearly and I have to confess I have the first Heartbeat CD with that very song on it. You are right that Cat Stevens was on that same episode.
