Definately call the Council, phizzy. My Gran discovered last year that because she was a Nurse all of her life she was eligable for some kind of Government Grant that apid toward various repairs in her home. My Gran took full advantage of this and had all the locks in her house changed AND had a new bathroom installed (she had a shower over bath and had difficulty climbing oer the bath to shower so the bath was taken out and a double size shower cubicle put in). That was all she wanted done but there was far more available for her.
I don't know what you did for a living, but it's well worth a phone call, you have nothing to lose.
