If the tenancy is a joint and several liability one then yes legally your landlord is allowed to do this. This means that you are both liable for the rent and the dilapidations im afraid. So say your house mate didnt pay his part of the rent you will be punished also. Not fair i know. If i can help further plz let me know.
dizzy_girl is correct, except you might want to check your AST agreement. Technically it should state in there that the LL can use the deposit for unpaid rent and not just dilapidations. Do you know where the other tenant now lives? Does the LL? You could pass this info onto the LL.
