Does anyone know, if a customer pays for something via a credit or debit card in person using a pin number or if the customer is not present and data all matches can they then get on 2 their bank and stop the payment?

We want cash they want 2 pay by card but we don't trust them 1 bit and suspect they'll either have a dodgy card or will do the above. Thanx again
