It depends where those signs are and what they are.

The local council and the highways agency.

On motorways and trunk roads - The Highways Agency
On all other roads - usually the local County/Metropolitan Council.

in scotland it is amey highways. but i think this is decided locally

if the sign says PYO Strawberries or Potatoes �5 a bag

then it is usually a local farmer
