Understeer happens a lot in front wheel drive cars. It means when you turn the steering wheel the car does not begin to turn, or turns much less than the direction of its front wheels.
Oversteer happens more in a rear wheel drive car, especially if you appy the power too soon, the back (rear) end of the car will slide passed the front causing the car to slide and spin.
You can play with both aspects for fun (especially oversteer) for fun, though i would not recomend it on the main roads. Limit this activity to traffic free car packs etc.
