1997 mini cooper s - mot test dispute

This might be a long post but please help?!
My husband bought an old style mini cooper a few weeks ago. It had just failed it's mot on the day of purchase but to fix it would cost approx �80-�100? it failed due to the emmissions which the guy said was due to a problem with the catalytic converter - having gone over a speed ramp too quickly a few days earlier?! and also headlamps were a fail.
We got the mini home and put it through an mot with a local garage. This time it failed on a lot more and it basically needed new sills etc. As this garage did not do welding we took it to another garage who worked on the car for approx 2 weeks! total cost �450 for the welding and new sills! They put it through the mot and it now failed on emissions amongst a few other things. They could not fix the problem with the emmissions and advised us to take it to an auto electrical place which we did.
As the car had no tax due to failed mot the car was declared SORN and therefore we incurred further costs in having the mini transported from garage A to garage B. Now garage B have fixed the problem with the emmissions (or so we hope) but say that it will not pass the mot as the welding has been done incorrectly.
My husband contacted garage A who claim to be mini specialists and they said that the car has been welded in accordance to the spec of the original mini cooper. They were 110% sure that this was correct and advised us to contact VOSA re. garage B for failing car due to welding which garage A believed to be right.
Garage B will still not budge and even took it to a second garage for a second opinion. I think garage A have spot welded and garage B say it should be welded all the way along the sills or vice versa! sorry, I am no expert!

We realised it had failed it's mot and made the decision to buy. The mot was due to expire approx 1 week after car was bought so we booked it in for an mot text at a local garage. Again, it was failed on emmissions and due to rust. As they did not do welding we then had to take it to another garage so again, lets leave this second garage out of the equasion. My question is really relating to garage 3 (which I have called garage A) and garage 4 (garage B).
Garage A put new sills and carried out te welding but failed the car on emmissions. Garage B have corrected the emmissions but are now failing on the car not being welded properly. My question is where to go from here? believe garage a when they say that they have welded to original mini cooper spec and contact vosa re. garage b or go with what garage B say and insist that garage A fix the problem?
