prison overcrowding

can anyone tell me what is happening with the overcrowding in prison situation. Theres been loads of conflicting issues about it over the weekend. Some saying they are lettting people out earlier and some saying that they are not going to give out custodial sentences (utter crap).

Thank you for your answer Gromit. The article helped, but still gives you no concrete evidence in to what is happening.
As I recall busta, non violent prisoners were being release up to 2 weeks early to ease overcrowding.

Apparently David Cameron claims this is endangering the public.

I don't know what they do in prison in those last two weeks that so changes ex-cons that makes them so much of a danger if let out 2 weeks early - maybe they should do it in the first 2 weeks!
I believe many of the prisons are overflowing because of rebellion by home owners unwilling or unable to pay the inflation busting council tax.
