Hints only please. I still need 2 in this quiz 22, Given 2 years for cutting off parking meter tops [4,4,4]and 54, Stage in front of a small gate[3,6,6]. Also I have skulls for 10 but very unsure about this , what do you all think?

I heard "Cool Hand Luke" mentioned for the parking meter one. I don't really see why though.

2nd one is "Leg before wicket". A leg can be a stage and a wicket is a kind of small gate or entrance.
