How do I get closer to her

Here's the thing, I've know this girl ever since we were little kids, her brother and I are good friends since elementary school and their family love me and care for me, but that doesn't mean I talk to her often or anything, she's just my friend's sister. I recently found out what a great girl she is and starting liking her a lot and I really want her to be my girlfriend. She just recently broke up with her boyfriend. They had a 4 or 5 year relationship and had broken up and got back together a few times in the past, but this time she says is for real. She said that they broke up because of trust issues and some other things that slowly deteriorated their relationship.
My question is, how long should I wait before I made my move and start working with her on a girlfriend - boyfriend relationship?
Also, how can I get closer to her as a friend but in a way that she sees me as a potential boyfriend in the future, when she's ready for a relationship again? I'm 24, she's 22.
She is really important to me and I don't want to blew it or end up being labeled as "just a friend". Please help me. Thanks.

I would not make a move at all. You have to wait for her. And it's likely that if she makes a move in the near future, it will be a rebound thing.

I agree with angel-cake, wait for a bit - get her to make you like her in a more romantic way, if you think she's ready.
You can ask her what she would say if you asked her out, her answer may point to her actual answer. If she says yes, the following week you should ask her out. If she says no, work on her - make her laugh, make her more interested in you etc.
