Can my neighbour do anything to stop me from parking my caravan on my drive?

I believe each council has its own rules and by-laws on this. You really should make an anonymous 'hypothetical' phone call to them to find out. Also, certain private estates and certain housing associations would also have rules on these matters.,
Or is there a covenant in your deeds? These are often found in new developments.
Is it going to have a lot of impact on your neighbour like blocking up a shared drive or taking all the light out of their front room? Have you talked to your neighbour about it? If not, why not? If you know it is going to upset them are you concerned about that or do you think it is none of their business, how ever much it impacts on them? You sound as if you are going to do it whether they like it or not....... is there a compromise if it will impact them badly? Just a few things to think about as well as the legal things.
They could set your drive on fire.
If it is your own property it is nothing whatsoever to do with the council.

The only concern is any covenant on the Title.

If it is rented from the council or anyone else, look at the terms of the lease.
