Is there a building regulation that states what sound proofing/underlay you must have for laminate/wooden floors in apartments?

For new builds or conversions, yes. It doesn't specify a specific product but it is demonstrated by testing as part of Building Control sign-off. It is contaned in Part E - you can download it here.
