i love adobe photoshop, but i only have Elements 2, is there any site i can update this free to 3.

I don't know about a free update... the next best thing is probably have a look on eBay or Amazon Marketplace.

Even the newest version - PhotoShop Elements 6 - is a worthwhile investment if you use it a lot!
