The only foolproof way I've found to stop it starting up by itself is to disable the messenger service in the services list and then nobble the registry entries for Windows messenger.
There is also an executable available on the web that does much the same thing for you - all you'd need to do is double click on the icon after downloading the program. Try this one: http://www.dougknox.com/xp/utils/xp_mess_disable.htm
