23a Scaring off burglars in the lunatic asylum (7,3) .... I have Barking Mad from B?R?I?G ?A? pattern, but can't see relevance of "burglars", so wondering if I've made a mistake??

23a I had BARKING DOG but I am not particularly happy with it
and it depends what 18d is - I was thinking REPAIRS as in a pair of people and mends but that would make it BARKING MAD and not DOG which I am even less happy about !!!

I put repairs and barking mad, the barking for scaring of the burglars and mad with reference to the lunatic asylum.
Totally agree with Sarumite that it is a very loose clue.
