Wiping my hard drive

I want to clean / wipe my hard drive so I can give the PC to someone else. Unfortunately I can not get the machine to reboot as I must have deleted some essential files and the floppy boot disk does not work.

Any reasonable suggestions would be appreciated , is there a program I can download onto a disk which I can boot the machine from and then clean the disk?
