The GM Congestion Charge? 4rse about face?

I've just seen the ad on tv for the congestion charge in Manchester. It said everything will be in place by 2013. Having said that, it then says we want to know your views.
Isn't that doing it 4rse about face? Surely they want our views, than decide whether or not to put it in place? But we can't have the public telling public servants what to do, can we? That's not on is it?

it is crap, it is a tax on the poor. to the rich person they can afford to pay the extra charge to a person earning the minimum wage working shifts how can he pay the extra �40 a week going through the two zones
I did wonder that myself, all the ads are like, let us know what you think but we're going to do what we want anyway!

I must admit when I lived out a bit commuting into town was a pian, and that was on public transport so they'll really have to sort that out! I used to walk back about 5 bus stops just to be able to get a seat.

Huge difference living in the city centre as I'm a 5 min walk from work but looking to get a house somewhere quieter sooner or later and I must admit the thought of going back to commuting is not very appealing.
it will be cut and dried whatever the public opinion is.
there is no discount or allowance for blue badge holders so anyone going for treatment will have to ask the consultant can they have a later appointment or pay extra to travel
we had an excellent bus service then they deregulated it stagecoach came on the scene run the smaller firms out of buisness then put up all the prices.
