Further question about Parking Controlled Zones

Today I went to a town where I went through a Controlled Zone notice as I entered the town. I found that vast areas of this town are covered by such a zone and one goes through at least one of these signs on entry. The sign says - Controlled Zone Mon - Sat 0830-1800. Nothing else. The whole of the road network inside the zone has single yellow lines. Except a few marked bays which have no line and a sign saying 'Residents only parking Mon-Sat 0830-1800. This is self-explanatory.
Some of the town has double yellow lines. There are no additional signs identifying what 'rules' apply on the double yellow.
Clearly one can park on the single yellow line on a Sunday - and I did. What 'rules' apply to parking on the areas of double yellow in this situation - since the Parking Controlled zone only operates between Monday and Saturday - it told me so as I entered the town.

Don�t ever park on a double yellow, even on a Sunday! There will usually be a sign saying �At Any Time� somewhere nearby, and even if there isn�t I don�t think you�d have much luck if you appealed.

I was in Leeds City Centre today and saw a couple of Parking Attendants wandering around (which is unusual) ... I think they were after anyone parking on double yellows or on taxi ranks, which I think are the only tickets they could legally issue.

Watch out on Bank Holiday Mondays too, and avoid even single yellows!!
They�ve taken to patrolling the streets here on such days lately, which they never used to do.

You are confusing CPZ with yellow lines, I think.

The CPZ applies to those on street parking bays with parking meters (or free restricted parking depending on the council).

The double yellow lines will still be 'no waiting at any time' - 24 hours a day, 7 days a week.

That's what I thought.
Then why are there absolutely no signs indicating the 'rules' about the double yellows. This town is not small, and I kid you not, the only signs that say anything about the applicable rules are on the signs as one enters the town.
Maybe it was not a PCZ in the way you describe it? - the signs on the entrance say Controlled Zone and there is the round sign in blue with the red cross on these signs, plus the hours on a plate below. Nothing else.
Just curious as to whether there has been an almighty foul-up.
