Parking fine - is there a time limit on when they can charge?

I received a ticket from a private parking company, and I appealed. They wrote back to me early March saying that I had insufficient grounds for appeal and that I was to pay �40.00 by March 13th, or else they would charge me �100. It said failure to pay that will result in court proceedings and extra costs.
It is now July and I have heard nothing more from them - is there a time period in which they much get back in touch to either bill me for th �100 or issue court proceedings?

The only way they can enforce it is to go to the trouble of issuing a summons in the civil courts for breach of contract, which they never do - they hope that you will be frightened enough by their 'threats' to pay up.
