max and helen 1990?

Has anyone seen the film MAX AND HELEN 1990,could someone tell me if the evil german commander who ran the concentration camp had blonde hair in the film,my other memory is of Helen's son who was the spitting image of the evil german commander and also had blonde hair,the same actor must have played both parts,could anyone confirm this is the film or am i thinking of some other film,many thanks.
