I am been flooded out, underneath my floorboards every time we have a bad downpour, since building works have finished on the house next door. No one wants to take responability,what action can I take.im pumping 1000's of litres out through my living room, its a nightmare. please help.

Contact your insurers. If it isn't your house, contact the landlord.

The only way is to go through your building insurance as long as one is currant. They will send an assessor to look at your claim, they will determine if you have a claim. In the meantime take plenty of photos of the area for future reference should the water cease.
