i was offered a job 40 miles from home for a council. i claimed my first two month mileage then was told they couldn't pay as it wasn't council policy to pay mileage from home.My contract soen't specify this but it was verbally agreed

You expect them to basically pay your fares!

Sorry, doesn't happen. Any excess expenses yes, travelling while on the job yes, but to and from work no.
Who was it verbally agreed with and at what stage eg interview.

Would you have taken the job if they hadn't offered to pay your mileage?
HMRC won't let you claim these expenses either- or at least they'd tax you on the money as it's effectively pay.
