No she cannot, she must be in season, but you might easily miss her being in season, as they can have 'blind' seasons where they show no colour and hardly swell. However it is unlikely she would be mated by a dog if she was not swollen, as the dog would find it hard to actually penetrate the bitch without the vulva swelling.
