You know when you want to pull out of a junction but there is a car blocking you from pulling out, I was wondering if there isn't a 'keep clear' notice painted on the road are you still supposed to keep junctions clear for cars to get out or is it just a matter of whether the person has got manners or not?

It is good driving practise to keep junctions clear but many numpty drivers do not, there is no law against it unless it is a marked box junction.
It's not law but the highway code recommends treating all junctions like the yellow box ones. There is no need for signage just for a few numpties.
There are far too many road signs already.

I reckon we could get rid of half of them without any problems.

I would start with all the ones showing a car sliding.
