Can a Council impose corkage when they neither provide staff, nor glasses, nor a bar (which is locked and barred) on their premises

I wouldn't think so. They are hardly providing any type of service relating to this.

If they are adamant, get someone to park their estate car just off of council property and open the bottles in the back than bring them onto the premises, If it wasn't opened on council property they definitely can't charge corkage.

That's what I would do.
