Various laws cover such behaviour:

Protection from harassment Act 1997 Section 2 covers harassment without violence.

The same Act Section 4 covers harassment with fear of violence.

Section 4A of the Public Order Act 1986 covers disorderly behaviour with intent to cause harassment, alarm or distress.

Section 5 of the same Act covers disorderly behaviour including harassment alarm or distress.
