How do I find out if I need DVD plus or minus to burn a DVD?

It depends which of the two your DVD recorder supports.

It also depends which of the two the DVD player you want to play it on supports.

Many modern devices support both minus AND plus so it is less of a problem nowadays.

If your recorder AND player(s) both support minus and plus you can use either.
But if it's for burning DVDs on a PC, then minus is usually better for video and plus is usually better for data.

If you're talking about a DVD recorder, then follow VHG's advice above.

but I'd say exactly the opposite to MrBounty

cd-r was expanded to dvd-r - a general purpose format mainly based on the old data storage format

DVD+r was developed by a group of manufacturers to optimise the performance of their DVD recorder/players
(that's why -r is an optional extra on all but a few machines)
Just going with what i read on a few websites regarding this.

Very rarely had a problem in over 2000 disks burned
