my son has not lived at my address for over 1 year but the bailiffs have written about unpaid fines . can they come to my home .he has never been on the electoral list at my address

Are these court fines? You won't be helping him by obstructing bailiffs if that is the case.
Court bailiffs do have a right to force entry, although they rarely do.

I kept getting post for someone who I have never heard of so I opened one. It was a letter from a company threatening that he owed them money. I sent it back and said this person does not live here. I would suggest you sent it back and say this person does not live here and has not lived here for over a year. I never got any more letters and hopefully never will.
