Last year our fixed rate mortgage came to an end and we were switched to standard variable rate. My husband went to the building society and after paying a large fee was put on another two year fixed rate mortgage. I never received any paperwork to sign and did not think he had got the best deal available as large exit fee. Can one party on a joint mortgage change the terms without the other parties permission? Our building society has said that we did not need witnessed forms to agree to the mortgage change as they had changed their policy.

I'm not aware that you would need witnessed forms.
As far as I know, your bank would normally require both permissions but if NOTHING was signed, then it seems that only one person's permission would be necessary. I'm guessing that your husband may have gone into the branch but he may have put through to the telephone in the branch. However, they would normally have to at least, send you an illustration in the post confirming fees, costs etc. This would be addressed to you both and I'm guessing they would assume that both of you had agreed to it.
