i have a number of conifer trees along the boundaries of my garden, from the bottom branches to about half way up they have gone brown and look unsightly,

i have been told to cut all the brown bits away and this will help the trees grow healthier and eventually it'll all grow back

is this right and if so how long will it take to grow back

Remove the brown bits to make everything look tidier but I think you will find that it is the habit of the conifer you have to grow that way.
sounds too closely planted - thin out by extracting alternate trees.
If you cut back Leylandii`s too much I`m afraid they won`t grow back.
