Should you arrest someone ...
...who is lying by a lake on a shallow pebble beach wearing nothing but a pair of 'Y's??
Basically i think this sort of behaviour is unacceptable but someone in the office said this morning that as long as he is 'covered' he is fine. does that mean i could walk around the streets of glasgow in my pants and bra without any (legal) repercussions?

If you just want the law on this matter, and not a debate, why didn't you just google the topic?
You would have found information like this:http://stop-racist-human-skin-phobia.org/laws. html
And this
Contrary to popular belief, there is no law in Britain that makes public nudity illegal. Victorian laws on indecent exposure were repealed a few years ago, and were replaced by a law that makes exposure an offence only if it is intended to cause alarm or distress. A government minister confirmed that this law does not affect a genuine naked walker who has no such intention. Provided walkers avoid built-up areas and crowded places when walking without clothes, there is little risk of committing an offence."http://www.walkingclub.org.uk/walking/naked_walking.shtml
The man has not committed any offence by wearing his underpants in public view.

Hi jordielaz:
To address your first question, there needs to be a specific offence, and even if there was, it would usually be the Police who would have a "power of arrest", Not Joe Public.
I don't think lying on a beach in a pair of Y Fronts constitues any offence, except perhaps to your delicate sensibilities?
Secondly, if the weather in Glasgow is warm enough, which is extremely doubtful, to make you want to flounce around George Square in your skiddies - GO FOR IT !!!
