There are 7 sacraments: baptism, reconciliation, communion, confirmation, marriage, ordination and the sacrament of the sick.
Bishops can perform all 7; priests can do all except confirmation and ordination (which have to be done by a bishop); ordinary people can baptise but can't do any of the others.
That strikes me as the most obvious but I suppose it could be a trick question!
Is this about administering the Sacraments?
An ordinary person can be Minister of Holy Matrimony
Bishops and priests can be Minister of Baptism, Confirmation, Eucharist (consecration & communion), Reconciliation & Anointing the Sick.
Bishops can also be Ministers of 2 types of Holy Orders: for i) bishops and ii) priests & deacons.
BTW are quireboys like upmarket paperboys?
Great minds think alike! (but slightly differently).
