The geography of Sweden is that they outside of the summer months, they have days that have long periods in the dark, due to Swedens proximity to the Artic circle.
It is the law in Sweden that you must always have your lights on, as a saftey mesure, so Volvo (and Saab) just make sure the lights come on when the car does.
It's for safety reasons. Ironically I read an artical that stated that there had been a large number of accidents involving volvo's which were of a similar type. It was where people were pulling out of junctions in front of them. The reason for this, it was thought, was that people thought the cars had flashed them to pull out. The thought was that the volvo's may have gone over a bump in the road and made it appear that they had flashed the other driver to pull out.
