Could it be a simple typing error? I notice that you've typed 'smpt', rather than 'smtp', in your question. If you've done the same with your Outlook Express settings, it's not going to help!
Outlook Express is notorious for 'screwing up' correct settings. Sometimes it seems to be able to display the correct settings on your screen, while not forwarding them to your email servers. The best advice is often to completely delete your mail account and start again:
Go to Tools>Accounts>Mail and click on your account name, to highlight it. Click 'Remove' and 'Yes'.
Then click Add>Mail and start again. The POP3 server should be 'pop.tiscali.co.uk'. The SMTP server should be 'smtp.tiscali.co.uk'. Unlike some other ISPs, with Tiscali your account name is your
full email address, not just the bit before the '@' symbol. (e.g. enter '
[email protected]', not just 'katie.carol').
