UK/Belgian visa for US Citizens

I live in Belgium but have family in the UK. If my nephew (who has US citizenship) travels from the USA to the UK, presumably he will need a visa. If he then wants to come to Belgium, will he require a separate visa in spite of the fact that the UK and Belgium are both EU countries?

Assuming he's coming for a short holiday he doesn't need a visa at all for either country.

If the purpose/length of his visit is such that he does need a visa, yes it will be a separate one for the UK and another (Schengen) one for Belgium.
A US citizen does not need a visa for anything under 6 months to travel to any of the EU countries. An even then if you leave the country you are in for 48 hours you can return for another 6 months. At least that is that last information that I have see regarding visa's.
