A old friend of mine is selling handmade items and breeding and selling snails and selling them on ebay.
Using 'Snail Farm' as there address.

Should this seller be business registered?

Technically if you are buying and selling or in this case, breeding and selling, and you are making a profit then you should be paying tax on that profit.
But I would imagine that the tax man is only really interested in those people that make big money on ebay.

If you are selling goods worth more than 67k per year you need to be VAT registerd.
Sorry for being pedantic, but 68,000 is the threshold for VAT
