A few years ago tenants in London with an Irish background were offered a deal. If they surrendered the tenancy of their London flat, the Council would buy them a house in Ireland.
Get in contact with the Housing Dept of your local council. Ask what they'd pay you to surrender your tenancy.

I believe that if you were to move into the other council flat as a tenant (maybe via an exchange) then after 12 months you would have the right to buy that flat, and you would be eligible for a discount based on the number of years you have been a council tenant (including the years you have occupied your current flat) at least, this used to be the case where I live - you will need to check your council's current policy.
