Decking finish problem !

I've been asked to do a job as in staining-sealing around 20 sq. mtrs. of decking.
Last year the client had someone paint a wickes treatment on top of what was already there....it just seems to have sat on the surface (very rubbery), and this summer it has just peeled of in lumps.
I will obviously need to remove this mess before I can even think of applying anything else.
I was thinking of using a sander on the surface...but there are miles of grooves in 20 sq. mtrs.
....Any ideas...?

She also want's the finish as dark as possible.

would a good power hose wash do the job?
Hi, as york says try a power washer on it, but don't get it too close to the deck or you may damage it. If that doesn't work you could get something like prepdeck. Put it on, leave for the time it says then power wash it off.
