A few years ago when questions or answers were removed due to reporting (malicious reporting) they were reviewed and reinstated if they deemed fit. If they were in the wrong category they were moved...
Does this no longer happen?

Reporting is what you do.
Banning is what I do.
Things can be reported until the cows come home but nothing happens until I make a judgement on it! This works the other way as well, once reported it will stay reported. It would be interesting if user stats changed with my actions though - for example if you are reported but I make a "let it be," decision you'd lose the "reported" status on that question/answer/element.
That might be a long way off.
As to moving thing - again it will be nice when we can do that, but it is not top of the list! We've got "bits," to sort out first.
I can bring banned posts back, but you'd really have to convince me!
