I parked in an Urban Clearway (8 - 9.30 / 4.30 - 6.30) outside of the two specified times on a single yellow line - how come I got a parking ticket for parking illegally ? In all honesty there was a smaller sign on top of a pole that conflicted with that (no parking 8 -6pm) but as I said it was an Urban Clearway.
write to the ticket office explaining this with a photo of the conflicting sign, you should have a chance of getting the fine cancelled as it has doesn't appear to meet regulatory standards
The restricted parking and Urban clear way are unrelated. Urban clear way means no stopping at all. The single yellow line means restricted parking during the specified times. In this case you cannot stop at all between 8-930 and 430-630. Also in force is restricted parking. So you cannot park between 8am - 6pm. Not sure why you find that ambiguous, seems very clear to me. Why do you think the times of the Clear way are in some way connected to restricted parking?
It might not be immediately clear but there is the world of difference between Parking and Stopping. Parking means stopping your car and getting out (which according to the sign you're not allowed to do between 8am and 6pm). Stopping means just exactly that. You must keep moving (as long as traffic conditions allow it) in an Urban Clearway.
On a normal single or double line you can park for the purposes of loading or unloading, or letting passengers in or out. You could,for example, park on a double yellow line to load a sack of potatoes from the greengrocers, but you couldn't park in the same spot to wander round the shops.
You cannot stop at all on an Urban Clearway.
So in your example, you could stop to load the potatoes between 9.30am and 4.30 pm but not park up at those times.
As above except for the correction to all those that claim an Urban Clearway means No Stopping - you are allowed to stop for as long as is necessary to set down or pick up passengers.
