is there a good tool, or chemical for doing this? have approx 20 sq meters to clean, unless you can help me persuade hubby we should re-tile?

buy a tin of paint remover
But don't buy any old paint remover. You have a large area to strip, and the fumes from a remover such as 'Nitromorse' are quite harmful. Google for 'eco friendly paint remover'. These products will do the job and contain no harmful fumes. And if this is in a bathroom, cover the bath and other fittings before you start, or remover drips could damage them.
